Since the home library is liable for materials borrowed by its patrons, it is expected that BCCLS libraries circulate materials only to patrons presenting a valid library card. A valid library card includes:
physical card issued by a BCCLS library,
digital representation of the card,
card stored on loyalty card app such as but not limited to: Keyring or Stocard
self-checkout app acknowledged by BCCLS
Libraries may not circulate materials to out-of-town patrons who fail to present a valid library card, as defined above, issued by a BCCLS library. Presentation of a library card to borrow library materials, or for any other library functions requiring presentation of a card, constitutes representation that the presenter is the legitimate card holder. BCCLS libraries are entitled to request identification from any patron presenting a library card.
All library staff who wish to borrow materials must have a valid library card.
It is recommended that all libraries adopt a policy that a valid library card must be presented in order to circulate materials. At the BCCLS/system level, the presentation of a patron’s library card, as defined above, is required when borrowing materials. A member library may choose to determine locally to accept an alternate form of identification. These local decisions carry no weight or expectation of borrowing privileges at other BCCLS member libraries.
